Intergrated Transport Units (ITU)

Some local authorities have a central team to procure, plan and commission (and sometimes provide) all passenger transport services. Their role is to receive commissions for individual passenger journeys from relevant directorates (adult care, education etc.), package them into vehicle journeys and routes that provide the best outcomes for the Authority and passengers, award contracts to providers and manage day to day contract performance.

One example of the potential benefits that an ITU can bring is the hire of taxis. Without central control, many individual officers might hire taxis, often from the same suppliers, for similar journeys, with no consistency of service quality or price. Indeed, sometimes without any control over price at all, they simply book a taxi and authorise invoices received.

ITUs do much more than let and manage contracts. They develop productive working relationships with commissioning departments and help them manage demand and control their transport costs. They introduce quality standards across the whole range of passenger transport activities making every journey safer, minimising accidents, claims and reputational damage.
