What we were asked

We undertook a full review of the provision of licensed taxis in the Stirling Council area, to identify unmet demand. The brief included:
  • An evaluation the number of taxi ranks and their geographical positioning within the Stirling Council area
  • Evaluation of the number of wheelchair accessible vehicles in operation with a view to determining whether or not there was sufficient availability.
  • What we did

    We used:
  • Visual surveys of taxi ranks using CCTV footage
  • Statistical analysis
  • Consultation with stake holders
  • Surveys to ascertain the public’s attitude to taxi provision
  • Comparative data from elsewhere, especially regarding accessible taxi provision.
  • Outcomes

    We used DfT recommended methodology to ascertain the level of unmet demand and made a number of recommendations based on feedback from the consultation. We demonstrated that demand did not warrant an increase in the number of taxis and Stirling Council decided not to increase the number of taxi licences.
