What we were asked

We were asked by the shareholder of a municipal bus company to investigate and challenge all aspects of the operation of the bus company and make recommendations to improve profitability. We reviewed the governance arrangements and the relationship between the bus company and its shareholder and compared these with other municipal operators in the UK.

What we did

We examined the company’s financial performance over the past decade and benchmarked it with other municipals. We looked at the medium to long term financial risks including pensions, insurance, asset management and other external factors relating to operating performance and considered the fleet profile and vehicle replacement policy. We undertook a comprehensive review of the performance of the bus network including the use of our own route costing model to develop a range of options for the bus company and the shareholder to consider in respect of the short term and medium to long term strategic direction of the business.

Outcomes

Based on the conclusions stemming from our analysis, we provided a comprehensive series of short term and medium to long term recommendations.
