Luton Borough Council’s in-house Passenger Transport Unit.

What we were asked

The brief was to undertake a full review of Health & Safety in the Passenger Transport Unit (PTU), including in-house and contracted-in services, including:
  • Safety-related and risk management processes
  • MiDAS/PATS training
  • The adequacy of passenger information
  • The PTU’s interaction with journey commissioners
  • The effectiveness of procedures to safeguard vulnerable adults
  • Contract specifications for transport services
  • The capacity of the PTU to deliver services to the required standards.
  • What we did

    We made recommendations to improve transport practices in Luton, covering both in-house and contracted transport and the commissioning and management thereof; and how continuing improvements to practice could be achieved and maintained.
