Luton Borough Council’s in-house Passenger Transport Unit.

What we were asked

The brief was to undertake a full review of Health & Safety in the Passenger Transport Unit (PTU), including in-house and contracted-in services, including:

Safety-related and risk management processes

MiDAS/PATS training

The adequacy of passenger information

The PTU’s interaction with journey commissioners

The effectiveness of procedures to safeguard vulnerable adults

Contract specifications for transport services

The capacity of the PTU to deliver services to the required standards.

What we did

We made recommendations to improve transport practices in Luton, covering both in-house and contracted transport and the commissioning and management thereof; and how continuing improvements to practice could be achieved and maintained.
