What we were asked

The States of Jersey commissioned us to consider the implications of permitting the use of powered micro mobility devices in public spaces. The range of vehicles considered included segways, hoverboards, electric scooters and powered skates.

What we did

Classed as a motor vehicle in mainland UK but not having been granted type-approval for road use, these personal mobility devices are effectively banned from pavements and roads. This differs from the situation overseas where very few countries have an outright ban on both roads and pavements.

We looked at the advantages and drawbacks of their use, particularly the safety issues, and how they might fit into the range of travel options available on the Island including cycle hire.

Consideration was given to the regulatory positions that could be adopted and we highlighted the necessary actions required before making new regulations.
