Measuring the social value of Community Transport in Wales

The Community Transport Association (CTA) is a national charity that represents and supports providers of community transport: thousands of local charities and community groups across the UK that all provide transport services that fulfil a social purpose and community benefit.

What we were asked

The objective of this study was to provide CTA with an approach that could be adopted to measure the social value of community transport services in Wales. CTA was also interested in the wider application of a common valuation methodology that could be potentially be introduced in the future throughout Great Britain.

What we did

We:
  • Considered a number of general strategic issues related to the measurement of social value of CT
  • Undertook research to present the Welsh strategic background and the general commissioning context that might apply to CT services
  • Explored the measurement of social value from the perspective of the CT operator, including data collection and reporting and the extent to which this is related to specific software or IT based systems
  • Reviewed social evaluation approaches that are potentially available to CTA Wales and the CT sector.
  • Outcomes

    We recommended the use of a Social Value Toolkit developed by Ealing Community Transport that had been produced for general CT use. We recommended a number of potential modifications to the Toolkit and suggested a pilot project in which a number of welsh CT operators trialled the system.
